Preheat oven 160C.
Heat half the oil in a large oven proof casserole dish
Add onion, capsicum, bacon and garlic, cook 5-10 minutes until soft.
Remove from pan and set aside.
Heat remaining oil in same pan, cook beef in batches a few minutes until browned.
Add paprika, cook a few minutes to coat the meat.
Add tomatoes and the bacon mixture and stir through, bring to the boil.
Cover and cook in the oven for 2 1/2 hours.
Stir through sour cream if you are using.
Serve with rice, buttered noodles or mashed potatoes.
